The upper inscription says: "Tent of Sennacherib, king of the land of Asshur."
The figure of the deity is obviously copied from the Asshur which hovers over the kings of Assyria.
Their earliest social centre was Asshur in the southern part of their territory.
Shalmanesar also built in both the old residences of Asshur and Nineveh.
Indeed in one creation tablet we find Merodach displaced by Asshur as framer of the earth!
